School and college leaver disregard

The Council Tax charge is based upon the number of people living in a property. If you are 'disregarded' it means that we do not count you when we work out the number of people living there.

If someone in your household has recently left school or college, they may be disregarded for Council Tax purposes between leaving education and starting a higher education course.

If only one adult is counted as living in the property, you may qualify for a 25% discount.

To qualify they must:

  • Be under 20 years of age
  • Have left school or college between 1st May and 31st October
  • Be entitled to Child Benefit.

The disregard will apply until 31 October of the same year, or their 20th birthday, whichever happens first.

The disregard will normally end when Child Benefit entitlement ends.

Evidence required

You must provide a letter from HM Revenue and Customs (HMRC) confirming entitlement to Child Benefit.

If they remain in full-time education

If the school or college leaver no longer receives child benefit but continues in full time education, you should apply for a Student Discount.
