Blue Badges

Blue badges are to help people who have a disability or hidden disability to make it easier for them to travel. Find out if you're eligible and apply or renew here.

Proofs you will need to provide

Proof of entitlement or medical evidence, as advised in in People who automatically get a Blue Badge and People who may get a Blue Badge.

Proof of address and identity

Two separate documents must be provided for ID and Address; we will not accept driving licence as proof for both. If you are reporting a lost or stolen badge, you do not need to provide unless your address has changed.

We will accept the following as proof of address and identity:

  • Driving licence
  • Birth/adoption certificate
  • Marriage/civil partnership certificate
  • Divorce/dissolution certificate
  • Bus pass

Proof of address

Proof of your address must be dated within the last 12 months.

  • DWP Benefits or Pensions letter
  • Council tax bill
  • Utility bill (gas,electric,water)
  • Bank statement
  • DWP Benefits or Pensions letter
  • HMRC letter
  • Letter from school/NHS/GP (if under 16)

Photograph, taken recently - digital photo rules

You need to submit a recent photo for new or renewal applications unless applying due to a terminal illness or reporting a lost or stolen badge. We accept digital passport style photos taken with a mobile phone, please include your head and shoulders. You do not need to crop your photo as this will be done for you.

Your photo must be:

  • in colour
  • clear and in focus
  • unaltered by computer software or filters
  • taken against a plain light-coloured background
  • facing forwards and looking straight at the camera

You photo must:

  • contain no other objects or people
  • have your eyes open and visible
  • not have hair in front of your eyes
  • not have a head covering (unless it's for religious or medical reasons)
  • not have anything covering your face
  • not include another person
  • not have any shadows on your face or behind you

Do not wear glasses in your photo unless you need to. If you must wear glasses, they cannot be sunglasses or tinted, and you must make sure your eyes are not covered by the frames or any glare, reflection or shadow.

Your application will be delayed if your photo does not meet the rules.

Knowsley Libraries offers a free digital photograph service for Blue Badge applicants who have no access to provide a digital image. They can also help you upload any supporting documents that you have been requested to provide.

No appointment is necessary, you just need to bring proof of ID such as a valid driving licence, passport, or current Council Tax/utility bill.
