Blue Badges

Blue badges are to help people who have a disability or hidden disability to make it easier for them to travel. Find out if you're eligible and apply or renew here.

After you have applied

We aim to review applications within 6 weeks of receipt. We’ll contact you if additional documents are needed. All information needs to be provided before we can start to assess your application.

Automatic entitlement

If you automatically qualify for a Blue Badge, and you have sent all the required documents and a photograph, we’ll contact you by phone or email you to ask for the £10 fee. Once the badge is ordered, it should arrive by post within seven to ten working days.

Further assessment

If you don't automatically qualify and your application needs further assessment by the Centre for Independent Living (CIL), you’ll be contacted with an updated timeframe. The CIL will review your application and documents you have sent. If there isn’t enough information to make a decision, you will be contacted to provide further evidence. Please don’t check the progress of your application unless you have been waiting more than 10 weeks.

A desktop assessment will be completed, and you will be contacted to inform you of the outcome. If required, you will be contacted to schedule an appointment for a medical assessment.

The earliest we can order your new badge is eight weeks before your current badge expires. 

Life-limiting illness

Applications with an SR1 form are prioritised.

If you are not eligible, you will be notified of the reason you are not eligible.

Providing evidence after applying

If you don't provide all documents when submitting your online application, you will be sent a link requesting the documents within 28 days. After 28 days you can submit via upload evidence for a Blue Badge application  or email to blue.badge@knowsley.gov.uk

Incomplete applications may be delayed or refused.

What to do If Your Application Is Refused

Automatic Entitlement

If you applied under the automatic entitlement option but after we have checked your award or evidence you don’t meet the criteria, we will contact you to explain why your application was refused. You can still apply through the further assessment option.

Further Assessment

If your Blue Badge application is refused, please be aware that while there is no formal legal appeals process, you can request a review of the decision. Your application will be reviewed by a senior member of the Occupational Therapy Team, and you will be notified of the outcome.

We are unlikely to change the outcome unless:-

  • You provide new evidence about your condition and how it affects you, or
  • Your condition has significantly worsened since you first applied.

If neither of these applies, it is unlikely that the decision will be changed.

If you do not request a review, you can reapply after a period of 6 months should you experience any change in your condition.

If you have already paid £10, we will refund your payment.

How to Request a Review

To request a review, you must contact us within 30 days of receiving your decision letter. The decision letter will provide the email or address to send your request to.

Please include:

  • Any new evidence or information that was not included in your original application
  • Any other supporting documents relevant to your condition or circumstances

Further Review

If your request for review is refused and you still believe the decision is incorrect, you may submit a further written appeal. The details of who to contact will be provided in your review decision letter.
