- Individuals (without an organisation acting as a guarantor)
- Organisations with fewer than three unrelated Trustees/Directors/Management Committee Members
- Services currently commissioned by Knowsley Council
- Organisations that do not operate within Knowsley.
- Private Businesses or Community Interest Companies limited by shares
- Town and Parish Councils
