The Experimental Traffic Regulation Order (ETRO) will deliver mitigations to manage obstructive and indiscriminate on-street parking on Gale Road, Kirkby, by way of introducing Red Route (no stopping at any time) restrictions.

An application for Moving Traffic Contravention Enforcement Powers has been made to the Department for Transport on behalf of Knowsley Council. If our application is successful, these powers would allow the council to strengthen the work it is currently doing to enforce against unlawful and dangerous parking and driving behaviour.

A key element of this project is the introduction of pedestrian access at a location anticipated to see increased active travel usage following the completion of the eastern section of the Halewood development. The scheme also includes the installation of pedestrian and cycle crossing facilities. These enhancements will significantly improve safety and accessibility for pedestrians, cyclists, and disabled users.

The proposal includes installing a series of speed tables and road humps along Greystone Road between Milton Avenue and the Greystone footbridge. In addition to this, uncontrolled crossing points will be installed at various points along Greystone Road as well as on Willoughby Road adjacent to Malvern Primary School. The scheme aims to improve pedestrian and cyclist accessibility, as well as encouraging walking and cycling.

The proposed works is to link into the National Cycle Network and provide a link through to Knowsley Industrial Park and into the wider borough.
Over a prolonged period of time, concerns have been raised with the Council regarding long stay, non-residential parking in the area. In locations where parking is causing problems, the Council is considering implementing a permit-holder-only parking scheme, consistent with other roads in the area.
