Proposed Experimental Parking Management Scheme – Whiston Hospital Area

Following on from consultation carried out prior to the COVID-19 pandemic, Knowsley Council is revisiting proposals to introduce parking management measures in the vicinity of Whiston Hospital.

Many residents supported these proposals at the time, and since then we have received further requests to extend the area covered by restrictions. As some residents may not have previously been consulted, we are providing updated background information and details of the proposed scheme below.

Why are changes being proposed?

Concerns have been raised over a number of years regarding non-residential parking in the area. This is mainly linked to:

  • Staff and visitors to Whiston Hospital
  • Commuters using Whiston Railway Station
  • School drop-off and pick-up at Whiston Willis Primary School and St Edmund Arrowsmith Catholic Academy

This parking has been reported to cause:

  • Obstruction and access problems
  • Safety concerns for pedestrians and other road users
  • Negative impacts on residential amenity

What is being proposed?

To address these concerns, the Council is proposing the introduction of a permit-holder only parking scheme, operating 7am to 7pm, Monday to Friday, unless otherwise requested.

The plan (drawing number PT/TM/6545/02/A) also proposes:

  • Permit holder parking on affected streets, in line with existing schemes in the area
  • Single yellow lines along Milton Avenue and adjoining roads to restrict parking and waiting at:
    • 8:30am to 9:30am
    • 2:30pm to 4:30pm (Monday to Friday)
  • Double yellow lines at various locations to prevent parking at all times

How will the scheme be monitored?

The measures will be introduced on an experimental basis. This will allow the Council to:

  • Monitor the situation over the first 6 months
  • Consider feedback from residents
  • Make changes if needed before deciding whether to make the scheme permanent

For the scheme to work effectively, legitimate visitors must be given a reasonable time to park their vehicle, obtain a permit and display it in their windscreen. Civil Enforcement Officers will apply a 5-minute observation period before issuing a Penalty Charge Notice (PCN). 

Warning Notices will be issued for the first two weeks once signs and road markings are installed (expected from September 2025, at the start of the school term).

How to apply for a parking permit

Residents must obtain a valid parking permit. These can be applied for in the following ways:

Supporting documentation must be provided (uploaded in jpeg or gif format for online applications). Original documents sent by post will be returned. Photocopies will be securely destroyed.

What documents are required?

  • A resident’s permit can be issued for each car registered to the property. Please provide:
    • Copy of your current V5 Logbook, or
    • Full Motability agreement (showing address and VRM), or
    • Certificate of Motor Insurance (showing vehicle details, name, and address)
  • For lease or company cars: a letter of authorisation from the vehicle owner or company, confirming you are the usual keeper.

Visitor and business permits

  • Visitor permits
    • Each property is eligible for one visitor parking permit.
    • To apply, you must provide one proof of residency showing your address (e.g. a recent utility bill or council tax bill).
  • Business permits
    • Business permits will only be issued for vehicles registered in the name of the business at an eligible address.
    • To apply, you must provide a copy of your logbook or statement/certificate of motor insurance.
      Businesses are generally restricted to three visitor permits per business. However, we understand requirements vary and will consider applications for more than three on a case-by-case basis.

Please ensure all required fields are completed and the correct documentation is provided. Missing information may result in your application being returned and could delay your permit being issued.
