Over a prolonged period of time, concerns have been raised with the Council regarding long stay, non-residential parking in the area. This parking is mainly associated with local staff and visitors to Prescot Town Centre. As a result, this parking has been reported to cause obstruction, access problems, impact road safety and be detrimental to residential amenity.
In locations where parking is causing problems, the Council will consider implementing remedial measures. In this case and having considered the source of the parking problems, the best solution would be to consider a permit holder only parking scheme, consistent with other roads in the area, and as shown in the below drawing. The proposed scheme would operate 7 days week, at all times, unless requested otherwise. The plan also shows some additional changes in the form of double yellow lines around junctions, loading / unloading restrictions, and permit holders only parking bays.
Whilst schemes of this nature can prove successful it should be appreciated that residents do not always universally support them. For example, some residents do not support permit only parking due to the strict limitations on permit numbers, which can impose a restriction on visitors and residents may consider themselves to be worse off than before.
Similarly, and in order for the scheme to work effectively, legitimate visitors must be given a reasonable time to park their vehicle, obtain a permit and display it in their windscreen. Consequently, our Civil Enforcement Officers usually apply a 5-minute observation period before issuing a Penalty Charge Notice (PCN). Some residents have previously raised concerns about the need for a 5-minute observation period; however, we have found that this approach works well in other nearby streets in your area.
Accordingly, it is important that the schemes only operate during periods when non-residential parking occurs and prior to progressing matters further the Council would like to gauge your opinion not only on the principle of implementing a parking management scheme at this location, but also on the most suitable type of restrictions.
We have therefore decided to introduce these measures on a trial basis.
In doing so, we will invite comments for the first six months of the scheme’s operation. This will allow us to monitor the situation and determine whether to make any changes to the proposals, prior to deciding whether to make the scheme permanent.

Informal parking enforcement, in the form of Warning Notices, will start once the signs and road markings are fully installed and will take place for a period of 2 weeks.
It is important that you and your visitors get into the habit of always displaying a valid permit.
Accordingly, residents can now apply for a parking permit online at http://knowsleypermits.apcoa.com/ and follow the online instructions. Supporting documentation should be uploaded in either jpeg or gif format.

A resident’s parking permit can be issued for every car registered to the property, therefore please provide a copy of your current Vehicle registration document (Form V5) or your full Motability agreement including address and VRM or Certificate of Motor Insurance including address and VRM (showing your vehicle details and your name and address). It is essential to provide this information otherwise the permits cannot be issued. If you are not the registered keeper, please supply a letter of authorisation from the vehicle owner i.e. Company etc, stating that you are the usual keeper and user of the vehicle. The letter should include your name, address and vehicle details. If not a company, please supply the insurance showing you are the main driver of the vehicle
Each property is also eligible for one visitors parking permit. To receive this, please provide one proof of residency showing your address. A recent utility bill or council tax bill is acceptable.
Business permits will only be issued for vehicles registered in the name of the Business at an eligible address (a copy of your logbook or statement/certificate of motor insurance will need to be provided). Generally, businesses will be restricted to a maximum three visitor permits per business; however, we do appreciate that the nature on businesses do vary and will consider each application for more than three permits on their own merits.
Failure to complete all the necessary fields may result in your application being returned to you and will cause a delay in the permit being issued.

No. Blue badge holders would also have to display a valid residents’ or visitor parking permit to park within the proposed permit parking area. Usual blue badge concessions would apply to double and single yellow lines.
Yes, however, there is an expectancy that most people will park as close as possible to their own home or the property / premises they are visiting.
No. Parking permits would only need to be displayed when a vehicle is parked on-street within the permit parking area or bay during the operational times.
No. All permit parking schemes in Knowsley operate under the provision of a single visitor permit per residential property in addition to a permit for each vehicle registered to each address. Any additional visitors will be required to park off-street or find an alternative unrestricted parking space.
Your property and your road/street now form part of a much larger Permit Parking Area, which only requires signs at all entry and exit points to the area. Some existing signs will be removed, and whether or not the "new" situation remains permanent, or be changed in any way (such as the installation of additional signs or road markings), will be subject to review following your feedback, therefore the scheme is being introduced on a trial basis.
The Council will carefully consider all responses received, over a period of up to six months, and provide feedback before deciding to make changes, remove restrictions and/or make the scheme permanent in full or in part.
