Section 50 / Section 171 Roadworks Applications
Applications by Third Parties to Carry Out Works Within the Adopted Highway
If you intend to excavate within the adopted public highway (including the carriageway, footway or verge) and are not working on behalf of a statutory undertaker, you must apply for either a Section 50 Licence or a Section 171 Licence under the Highways Act 1980.
- Section 50 Licence - A Section 50 Licence is required where a third party is undertaking works within the adopted highway on a statutory undertaker's apparatus, with the relevant undertaker's approval.
- Section 171 Licence - A Section 171 Licence is required for temporary works within the adopted highway, such as the construction of a temporary site access. Under both types of licence, the highway must be reinstated to its original condition upon completion of the works, unless otherwise agreed by the Council.

Supporting Information
To enable your application to be processed, you must provide the following supporting documentation:
- Evidence of Public Liability Insurance with a minimum cover value of £10 million.
- Evidence of Street Works Supervisor accreditation.
- Evidence of Street Works Operative accreditation.
- Any applicable Traffic Management Plans.
- Plans clearly identifying the proposed works area.
- The reference number of any associated planning application.
- Approval documentation from the relevant utility company where connections are being made to their apparatus.
Failure to provide all required documentation may result in delays to the processing of your application.

Fees
The applicable fee must be paid before the licence can be issued. Payment arrangements will be made once your application has been received and reviewed.
Licence fees are based on the duration of the works and are charged in the following categories:
- 1 to 3 days
- 4 to 9 days
- 10 days or more

Variation Fees
Any amendments requested after a valid licence has been issued, including:
- Changes to approved work dates;
- Amendments to traffic management arrangements; or
- Requests for extensions of time,
must be agreed with the Street Works Officer in advance.
Approved variations will be subject to an administration fee of £50.00.
