Apply for a Temporary Traffic Regulation Order (TTRO)

A Temporary Traffic Regulation Order (TTRO) is made by us when it is necessary to temporarily stop or limit vehicular and/or pedestrian traffic along the highways.

Where are TTROs used?

TTROs can be applied to roads, footways or Public Rights of Way (PRoWs).  We can make a TTRO to:

  • Cover a planned situation, or if a restriction is needed immediately for an unplanned situation.
  • Allow for essential planned works to be carried out on the highway, such as:
    • Installation or maintenance works to utility services, for example, gas, electricity or water works.
    • Maintenance and upgrades of our carriageways and junctions.
    • Maintenance of our traffic signals and lighting.
    • Building works next to the road, such as large developments.
    • Special events, however, this excludes street parties, which must be applied for here.

Common types of TTROs are:

  • Road closures
  • Public Right of Way/Footpath closure
  • Width, weight or height restrictions
  • Banned turns
  • One-way restrictions
  • Speed limit restrictions

A TTRO is not necessary to close a footway/pavement; however, it is necessary to acquire a permit and/or license.

How to apply

Please complete the application form above and send it to NRSWA@knowsley.gov.uk with a temporary traffic management plan clearly showing the extent of the closure, working zone, and the proposed alternative routes.

How long does it take?

TTROs are made under the Road Traffic Regulation Act 1984, as amended, and take 12 weeks to process.  Part of this process involves consultations with police, emergency services, and other relevant agencies.

The TTRO process will not commence until we are in receipt of all required documentation, i.e. TTRO application, Traffic Management plan, Purchase Order number and Provisional Advanced Authorisation.

What happens next?

Once we have approved your TTRO, we will send you the paperwork no later than 7 days before the works commence.  You must display the Proposal Notice on the affected streets for the duration of the works and remove it once the works have been completed.  You must formally notify residents, businesses, stakeholders, and any other parties affected by the temporary road closures at least one week before the start date of the works.
