HACKNEY CARRIAGE FARE INCREASE REQUEST

              
The Council has received a request from representatives of the hackney carriage trade for an increase in the fares that they can charge the public.

Under Section 65 of the Local Government (Miscellaneous Provisions) Act 1976, the Council has the power to set a maximum rate for Hackney Carriage Fares, as well as other charges in connection with the hire of the vehicle.

Any proposed change in fares agreed by the Council must be advertised publicly for a period of 14 days. If there are no objections, the fares come into effect at the end of the prescribed period for making objections. If objections are received, then the Council’s Licensing Committee must consider those objections and set a date for any change to take effect no later than 2 months from the date of the original public notice.

 
The request is that the current Knowsley hackney carriage tariffs be brought in line with the current Liverpool hackney tariffs. This would include all daytime evening, night time and weekend tariffs.
 
The current Liverpool tariffs are as follows:
 
D (Day) rate
For journeys beginning after 06.00 hours and ending before 21.00 hours (other than when the P or E rate below applies)
£3.40 for the first 330 yards or less
Then 20p each succeeding 190 yards (or less) up to 40,480 yards
Then 20p each succeeding 300 yards (or less)
And 20p each 60 seconds waiting charge (or less)
 
N (Night) rate
Except when the P or E rate applies, the N rate should be used for journeys (1) beginning after 21.00 hours and ending before 06.00 hours or (2) at any times on Easter Sunday and all bank holidays (other than the Xmas and New Year periods when the X rate should be charged see below)
£4.25 for the first 330 yards or less
Then 25p each succeeding 190 yards (or less) up to 40,480 yards
Then 25p each succeeding 300 yards (or less)
And 25p each 60 seconds waiting charge (or less)
 
P (Peak) rate
Except when the E rate applies, the P rate should be used for journeys beginning after 23.00 hours on a Friday and Ending 06.00am on a Saturday and 19.00 hours on a Saturday and ending before 07.00 hours on Sunday Morning
£4.70 for the first 330 yards or less
Then 25p each succeeding 175 yards (or less) up to 40,480 yards
Then 25p each succeeding 300 yards (or less)
And 25p each 60 seconds waiting charge (or less)
 
 
E (Extra) rate
For journeys beginning (1) after 6.00pm on December 24 to 6.00am on 27 December and (2) after 6.00pm on 31st December to 6.00am 2 January
£5.10 for the first 330 yards or less
Then 30p each succeeding 190 yards (or less) up to 40,480 yards
Then 30p each succeeding 300 yards (or less)
And 30p each 60 seconds waiting charge (or less)
 
Permitted Additional Charges
The only additional charges which may be added to the fare are:
 
Tolls to and from the destination (including Tunnel, Motorway, Bridge and Airport tolls)
 A charge of £40 for cleaning the inside of the vehicle in the event of soiling or fouling and a charge of £10 for soiling or fouling of the outside of the vehicle
