Knowsley Council is seeking an exceptional leader to join the Knowsley Safeguarding Children Partnership (KSCP) as Business Manager. This is a unique opportunity to play a pivotal role in bringing agencies together to safeguard children and young people, strengthen partnership accountability, and drive continuous improvement across the local safeguarding system.

As Business Manager, you will provide strategic leadership and operational management for the Partnership, supporting safeguarding partners to work collaboratively to protect children and improve outcomes for families across Knowsley. You will lead the delivery of the Partnership's priorities, business planning, performance framework, quality assurance arrangements, learning and improvement activity, and safeguarding review processes, ensuring that statutory requirements are met and that partners are held to account for safeguarding practice and performance.

About the Role

This is an influential leadership position at the heart of Knowsley's safeguarding arrangements. Working closely with safeguarding partners, the Independent Scrutineer, senior leaders and multi-agency stakeholders, you will ensure effective governance, robust scrutiny and strong partnership working across the children's safeguarding system.

You will lead the development and delivery of the Partnership's business plan and priorities, oversee safeguarding reviews and learning activity, coordinate quality assurance and audit programmes, and provide high-quality analysis, reporting and intelligence to inform strategic decision-making.

A key aspect of the role will be ensuring that the voices and lived experiences of children, young people and families shape safeguarding priorities and service improvement. You will also champion learning and workforce development across partner agencies, helping to create a culture of continuous improvement and shared responsibility for safeguarding outcomes.

About You

We're looking for an experienced, collaborative and improvement-focused leader who can bring credibility, influence and strategic thinking to this important role. You'll be someone who can:

  • Provide strong strategic leadership, driving the delivery of partnership priorities and ensuring effective governance, accountability and oversight.
  • Demonstrate significant experience of business planning, performance management, quality assurance and service improvement within safeguarding, children's services or a related partnership environment.
  • Build and sustain effective multi-agency relationships, working collaboratively with senior leaders and partner organisations to achieve shared objectives.
  • Lead and coordinate complex safeguarding reviews, learning reviews and improvement activity, ensuring learning translates into meaningful change.
  • Develop and utilise performance, audit and quality assurance frameworks to evaluate impact, identify risks and drive continuous improvement.
  • Analyse and present complex information clearly and confidently, producing high-quality reports, recommendations and briefings for senior leaders and governance boards.
  • Provide constructive challenge and influence across organisational boundaries, supporting partners to strengthen safeguarding practice and outcomes.
  • Lead learning and workforce development activity, promoting excellent safeguarding practice and shared learning across agencies.
  • Manage people, budgets and resources effectively, ensuring value for money and high levels of performance.
  • Maintain an excellent understanding of safeguarding legislation, statutory guidance and emerging national policy developments.
  • Communicate with confidence and credibility, engaging effectively with professionals, senior leaders, elected members, children, young people and families.
  • Be passionate about improving outcomes for children and young people, with a commitment to continuous improvement and effective partnership working.

You will be an experienced leader with a strong understanding of safeguarding partnerships, governance, performance and improvement. You will be skilled at bringing people together, providing support and challenge, and influencing change across complex organisational boundaries.

Pensions

  • Access to the Local Government Pension Scheme.  Unlike many private sector pensions which are defined contribution (DC), LGPS is a defined benefit (DB) scheme. This means:
    • Pension is based on salary and length of service.
    • Provides a guaranteed income for life after retirement.
    • Less risk for the employee compared to DC schemes.

Whereas most DC schemes are based on performance of market investments.

  • LGPS pensions are inflation-protected, increasing annually in line with the Consumer Prices Index (CPI), helping maintain purchasing power over time.
  • The council will typically contribute 9.3% towards your pension, compared to lower contributions in many DC schemes.
  • The scheme includes ill health and death benefits which includes immediate access to your pension if you are retired early due to ill health and a lump sum death benefit of 3 times your salary as a lump sum and survivors pensions for dependents.
  • Members of the pension scheme can also opt for early retirement from 55 (with reductions to pension benefits).

Wellbeing

  • 36 hour full time working week
