Who will own my data once I submit it?

What is the Low Income Family Tracker?

The Council is sharing data that is used for the Low-Income Family Tracker (LIFT) dashboard provided by Policy in Practice (PIP). This dashboard allows the council to identify residents who would benefit financially from targeted proactive engagement, for vulnerable families in crisis, or those at risk of falling into crisis. It specifically identifies households affected by multiple welfare reforms. The LIFT dashboard will be used to ensure residents get the support they are entitled to across a range of benefits for example Pension Credit, Attendance Allowance and Healthy Start Vouchers, with further usage planned across a range of other forms of welfare support.

What personal data do you process?

Knowsley Metropolitan Borough Council will process the following personal data about residents, this may include:

  • Name
  • Date of Birth
  • Address
  • Email address
  • Contact telephone number
  • Ownership/tenancy details for your domestic property
  • Partner details
  • Information about other people living in your household including children
  • Employment and banking details
  • Income details
  • Saving and capital details

Why do you need my information?

In order to help households in need, Knowsley Council may use the personal information provided by you as part of your Council Tax, Housing Benefit,  DWP Benefits (including Universal Credit), Tax Credits, Rent or Council Tax Arrears, Discretionary Housing Payment/Housing Payment, or applications to the Emergency Support Scheme or Crisis and Resilience Fund, to assess your eligibility for any additional benefits, grants or support you may be entitled to. The Council requires this information in order to assess your application so that we can:

  • Confirm account validity
  • Confirm your identity
  • Make sure public money is used correctly
  • To safeguard children and vulnerable individuals

Will you be collecting or processing special category personal data?

We will not collect or process any special category personal data including:

  • Personal data revealing racial or ethnic origin
  • Personal data revealing political opinions
  • Personal data revealing religious or philosophical beliefs
  • Personal data revealing trade union membership
  • Genetic data
  • Biometric data (where used for identification purposes)
  • Data concerning health
  • Data concerning a person’s sex life

Who will my information be shared with?

The Council may share your information internally (within the council) in accordance with statutory obligations.  In addition, the council may share your information with third parties in accordance with statutory and regulatory obligations.

We obtain information about you from the Department of Work and Pensions and publicly accessible sources such public registers and the Voters Roll, as well as Registered Social Landlords, Private Landlords, Care Providers, the Social Security Agency and other Council Services.

Knowsley Council and the DWP work together and share information often to provide a number of services. Knowsley Council and the DWP are joint data controllers for services such as Housing Benefit.

Should we pass your information to organisations relevant to the grant programme we will ensure they meet the standards of the UK GDPR and the Data Protection Act 2018 and will be covered by a legal basis allowing them to collect, use and share your personal information.

How long will you keep this data for?

Personal data will not be retained for longer than necessary in relation to the purposes for which they were collected. There is usually a legal reason for keeping your personal information for a set period of time. The retention period is 6 years.

How will my information be stored?

Data is stored in secure Council IT systems. The Council takes data control seriously and has internal policies and controls in place to try to ensure data is not lost, accidentally destroyed, misused, or disclosed and is not accessed except by its employees in the performance of their duties.

What rights do I have when it comes to my data?

You have the right under the UK GDPR to request a copy of your information and to know what it is used for and how it has been shared. This is called the right of subject access.
