Knowsley Council is acting in the capacity as a data processor for the Department of Health and Social Care in the administration of lateral flow testing for those who have no symptoms of COVID-19.

Knowsley Council will co-ordinate the testing process; however, all data gathered during the process will be held and maintained by the Department for Health and Social Care, the data controller.

Upon arrival at a lateral flow test site, you will be advised that the testing is voluntary and, should you agree to being tested, you will be asked to register for the test via the Department of Health and Social Care app/website.

Once your test has been completed, you will leave the site and the test result will be input by site staff into the Department of Health and Social Care system. The legal bases for site staff inputting your test result into the system are:

  • GDPR Article 6(1)(e) – the processing is necessary for the performance of official tasks carried out in the public interest in providing and managing a health service
  • GDPR Article 9(2)(h) – the processing is necessary for the management of health/social care systems or services
  • GDPR Article 9(2)(i) – the processing is necessary for reasons of public interest in the area of public health
  • DPA 2018 – Schedule 1, Part 1, (2)(2)(f) – health or social care purposes

No data will be retained by Knowsley Council in either paper or electronic form.
