Knowsley Council is undertaking a Call for Sites giving landowners, site promoters, developers, the local community and other interested parties the opportunity to suggest sites that could meet future local needs. Government policy and guidance expects Local Plans to be informed by regular reviews of land availability, and the Call for Sites is a key part of this.
Sites can be put forward for any use or designation and this can include, but is not limited to, housing, employment and commercial development, retail and leisure, renewable energy generation and biodiversity or other environmental enhancement schemes. To propose a site considered to be suitable and available for the use or designation proposed please complete our Call for Sites form. There are several factors to consider in the submission of a Call for Site, including:
- The Call for Sites process is separate to the planning application process and the consideration of the site through the Call for Sites exercise will not result in the site being granted planning.
- Sites can be submitted for consideration by anyone. Site owners do not need to put their own sites forward. However, it would be helpful for the Council to know the details of the site owner and if they support its proposed development.
- A number of different sites can be submitted by one interested party, but a separate Call for Sites form will need to be completed for each site.
- The Council is not seeking or encouraging submissions in particular locations therefore, sites can be located anywhere within the borough of Knowsley.
- There is no minimum size threshold for sites to be submitted to the Call for Sites.
- If you want a site to be considered and assessed, it must submitted during this Call for Sites exercise – sites will not be carried over from a previous Call for Sites.
- The Council will not be offering or accepting meetings with specific site submitters to discuss their submissions to the Call for Sites.
Knowsley Council will not be making comments on the submitted sites at this stage and the Call for Sites exercise will not determine whether a site could meet future local needs. The Call for Sites process is a technical exercise aimed at identifying the potential of sites for different land uses. Knowsley Council will assess each site to determine if the site is:
- suitable;
- achievable;
- available for development, where relevant; and
- compliant with national and local planning policy.
Knowsley Council will assess all submitted sites. Where appropriate, the Council will include them in evidence-based studies or the forthcoming Local Plan and where necessary liaise with site submitters. However personal details (name and contact details) will not be made publicly available but will be kept in a secure database and used by Officers of the Council for reasons such as to request further information, to discuss your site further, and to notify you of Local Plan updates.
Potential housing sites will also be assessed to see if they can be included in the Council’s Strategic Housing Land Availability Assessment (SHLAA) 2025 Update. The SHLAA examines how much land is available for housing. However, this also does not guarantee that the site will be granted planning permission.
All sites should be submitted to the Call for Sites by the end of October 2025
The call for sites will not officially close, however we cannot guarantee that sites submitted after October 2025 will be considered going forward.
