Annual review of the Council's Constitution

Find out about the annual review of the Council's Constitution and how to have your say here

Each year, Knowsley Council’s Constitution is reviewed. The Constitution sets out how the Council operates, how decisions are made and the procedures that have to be followed to ensure decisions are made in an open, transparent and accountable manner.

The Constitution is divided into seven parts which set out the rules governing the Council’s meetings and decision-making, along with Cabinet Portfolios, Scrutiny Committee arrangements and Budget and Policy Framework procedures. The Constitution also contains Codes of Conduct relating to Elected Members and Co-opted Members, and officers of the Council.

You can read the Council’s current Constitution here. If you have any feedback or comments on the Constitution, please email lynn.cairns@knowsley.gov.uk by 5pm on Friday, 30 January 2026.
