Apply for a licence

New Operator applications must now be made by accessing the new operator portal and completing the form online. You must pay the appropriate fee by card at the time of applying for a licence, and you will receive a unique reference number when the application form is created. You should upload at the time of applying:

For individual applicants and all Directors (of Limited Company applicants)

  • Proof of right to work and reside in the UK,
  • A Basic DBS Certificate (An Enhanced DBS Certificate on the DBS Update Service is acceptable),
  • A current Certificate of Public Liability Insurance.

If something is found missing/ incorrect you will be emailed and you must quote the unique reference number when submitting any requested further evidence using the upload evidence portal.

If everything is acceptable then a Ward Councillor consultation exercise will take place. If no objections are received, then the Council will consider the grant of a licence and any additional conditions required.

Applicants are advised that they should, before applying, view the Council “Fit and Proper Person” Policy. Any applicant who applies in breach of that Policy or who applies for a premise outside of Knowsley’s area will not be granted a licence and no refund of fees will be made.
