Paying fixed penalties for environmental crimes

A Fixed Penalty Notice (FPN) is issued by an authorised officer for a minor offence, such as littering or dog fouling. It is an alternative to prosecution in court. Find out more about how to pay and appeal here.

Knowsley Council issue Fixed Penalty Notices (FPNs) for a variety of environmental crimes, including:

  • Littering
  • Smoking in a smoke-free area
  • Not complying with the Public Space Protection Order (PSPO) in relation to dog control
  • Fly tipping
  • Failure to comply with the duty of care for household waste (residents) and business waste
  • Not having the correct documentation in relation to waste storage, transfer, or disposal
  • Breaches of Community Protection Notices

Paying a Fixed Penalty Notice

Fixed Penalty Notices must be paid in full within the time frame outlined in the notice and cannot be paid in instalments.
