Fixed penalties for environmental crimes

A Fixed Penalty Notice (FPN) is a fine issued by an authorised officer for a minor offence, such as littering or dog fouling. It is an alternative to prosecution in court. Find out more about how to pay and appeal here.

Knowsley Council is working with National Enforcement Solutions Ltd to issue Fixed Penalty Notices (FPNs) for a variety of environmental crimes, including:

  • Littering
  • Smoking in a smoke-free area
  • Not complying with the Public Space Protection Order (PSPO) in relation to dog control
  • Fly tipping
  • Failure to comply with the duty of care for household waste (residents) and business waste
  • Not having the correct documentation in relation to waste storage, transfer, or disposal
  • Breaches of Community Protection Notices

NES only issue FPN’s for some of the listed crimes above. Knowsley Council issues the remainder. 

How to pay your Fixed Penalty Notice

All information on how you can pay is on the reverse of your FPN.

If your FPN is 8 digits, then this has been issued by Knowsley Council.

If your FPN is 9 digits, then this has been issued by National Enforcement Solutions Ltd (NES) on behalf of Knowsley Council.

You will need to present the FPN, which has a unique barcode.

Appealing a Fixed Penalty Notice

You can appeal an FPN in the Magistrates Court. However, you have only 21 days from the date the notice was issued to do so.

To appeal an FPN, you must fill out a Notice of Appeal form and send it to the Magistrates Court. Details of appeals are provided when an FPN is issued. 

If you feel that an FPN has been served incorrectly

If you believe the FPN was served incorrectly, you can make representations to the issuing authority.
