Who will own my data once I submit it?

Why do you need my information?  

The Blue Badge team uses your personal information in order to determine eligibility and process your Blue Badge Application. 

What allows you to use my information?


Under Section 21 of the Chronically Sick and Disabled Persons Act 1970 and the Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000, the Council has a number of obligations which include issuing badges for motor vehicles driven by, or used for the carriage of, disabled persons; to keep a register of badges issued and to introduce on-street parking concessions to vehicles displaying a disabled persons badge.

Article 6(1)(c) of the General Data Protection Regulation (GDPR) 2016 gives the Council a lawful basis for collecting and using personal data in order to comply with its legal obligations. 

Article 6(1)(e) of the GDPR gives the Council a lawful basis for collecting and using personal data where it is in the exercise of official authority vested in the Council.

Article 9 (2) (g) of the GDPR gives the Council a lawful basis for collecting and using ‘special category’ personal data such as your medical needs or disability as necessary, so that we may issue you with a Blue Badge.

Who will my information be shared with?

  • We will share information with the Department for Transport who are responsible for the scheme.
  • Your details will be shared with Valtech UK Limited and Allied Publicity Services (Manchester) Limited (known as APS) if you are eligible for a Blue Badge as they manage, produce and post out the badges.
  • Local authority?Parking Services enforcement officers have access to details on Blue Badges for enforcement and fraud detection.
  • Police

We will only share your data with these third parties as necessary for the administration of the Blue Badge Scheme in order to validate your proof of entitlement or as required by law.

Do I have to provide this information and what will happen if I don’t?

If you do not provide this information we will be unable to process your Blue Badge application.

How long will you keep this data for and why?

6 years plus current year

How will my information be stored?

We store your information on the following systems:

  • Manage Blue Badge for details on all successful applications
  • Customer Relationship Management (CRM) Systems holds details on all applications for the administration

All of these systems have security controls with Individual logins, password protected (with minimum security levels) with the data held on secure servers

  • Photographs that are taken when requested by applicants by the library service are securely transferred internally to the blue badge team to be uploaded to their application

Will this information be used to take automated decisions about me?

No

Will my data be transferred abroad?

No

What rights do I have when it comes to my data?

Under the Data Protection Act (DPA) 2018/ UK General Data Protection Regulation (UK GDPR), you have the following rights with regard to your personal data: -

  • The right to subject access – you have the right to see a copy of the personal data that the council holds about you and find out what it is used for
  • The right to rectification – you have the right to ask the council to correct or remove any inaccurate data that we hold about you.
  • The right to erasure (right to be forgotten) you have the right to ask the council to remove data that we hold about you
  • The right to restriction – you have the right to ask for your information to be restricted (locked down) on council systems
  • The right to data portability – you have the right to ask for your data to be transferred back to you or to a new provider at your request
  • The right to object – you have the right to ask the council to stop using your personal data or to stop sending you marketing information, or complain about how your data is used
  • The right to prevent automated decision making – you have the right to ask the council to stop using your data to make automated decisions about you or to stop profiling your behaviour (where applicable)
