Scrap Metal Policy review

Knowsley Council has a duty under the Scrap Metal Dealers Act 2013 and is responsible for granting site licences and collector’s licences in the Knowsley area in respect of businesses that deal in scrap metal and vehicle dismantling.

The local authority is responsible for ensuring that scrap metal dealing in the borough is properly regulated. To ensure this, the council has adopted a Scrap Metal Policy which informs new and existing dealers on how the council regulates scrap metal in Knowsley, and sets out the manner in which applications for scrap metal dealers will be dealt with.

The policy must set out the principles which we propose to apply in exercising our licensing functions under the Scrap Metal Dealers Act 2013. 

The council undertakes regular reviews of its licensing policies to ensure they remain up to date with changes in law, guidance and best practice. In this case, an review of the council’s scrap metal dealers policy has been undertaken and the council is now consulting on the revised policy. This document sets out the policy changes proposed.

The consultation period begins today and you are invited to comment on the draft policy document by 13 April 2020.

It would also be helpful if you would give a brief description of any specific interest you have in scrap metal dealing, if applicable (for example, you may be involved in some capacity with an existing scrap metal business or representing a group that may be affected by this policy). 

Please be aware that all comments received, including names and addresses, will be made public via council agendas and this website.  

At the end of the consultation period any comments received will be considered and the amended policy will be presented to the Council’s Licensing Committee for approval.
