National Planning Policy Framework
The National Planning Policy Framework (NPPF) published in March 2012 aims to promote sustainable development and growth, while making the planning system less complex and more accessible.

The Plan for Growth
The Plan for Growth is a national government plan which outlines measures that will help create a new model of economic growth.

Planning Policy for Traveller Sites
This document sets out the Government’s planning policy for traveller sites. Its aim is to ensure the fair and equal treatment for travellers, in a way that facilitates the traditional and nomadic way of life for travellers, while respecting the interests of the settled community.

Planning Policy Guidance / Statements and Circulars
Planning Policy Guidance and Statements (PPGs and PPSs) were prepared by the government. They provided guidance to local authorities and others on planning policy and the operation of the planning system. The majority of PPSs have now been replaced by the NPPF; however they remain a key source of guidance in the earlier stages of the plan's development.

Minerals Planning Guidance
Minerals Planning Guidance Notes (MPGs) set out the Government’s policy on minerals and planning issues and provide advice and guidance to local authorities and the minerals industry on policies and the operation of the planning system with regard to minerals.

National and regional guidelines for aggregates provision in England 2005-2020
This note sets out revised national and regional guidelines for aggregates provision in England for the period 2005 to 2020 inclusive. It also indicates how the guidelines should be taken into account in the planning process, and outlines arrangements for future monitoring and review.

Regional Guidance
From September 2008 regional planning policy for Knowsley has been provided by the North West Regional Spatial Strategy (RSS). The RSS set the statutory framework for development and investment in the region, setting targets for the scale of housing and economic growth to be achieved. The North West Regional Strategy was revoked by the Government in May 2013 under powers in the Localism Act.

Liverpool John Lennon Airport Masterplan
The Liverpool John Lennon Airport Master Plan has been produced in response to the Government White Paper, ‘The Future of Air Transport’, which endorses the long-term continued growth of Liverpool John Lennon Airport. The master plan establishes a long term framework for the development of the UK’s air transport system and will be important in shaping local and regional economic, transport and planning policies.

Merseyside Local Transport Plans
The Merseyside Local Transport Plan provides a long-term strategy and delivery programme of transport investment and service improvements. It aims to give Merseyside a safer, sustainable, efficient and integrated transport network, accessible to all. The Merseyside Third Local Transport Plan is operational from 2011 until 2024.

Merseyside Freight Strategy
This strategy aims to develop and maintain a sustainable freight system that seeks to maximise the opportunities for the movement of goods by rail, affectively manages the highway network to keep traffic moving and to minimise and mitigate the adverse impacts from the movement of freight on road and rail.

Liverpool Super Port
Liverpool SuperPort has been developed by a private sector led Committee including representatives from Peel, Stobarts, Mersey Maritime, local authorities and the Local Enterprise Partnership (LEP). The vision is to bring together and integrate the strengths of the Ports, Airports and Freight Community to create a ‘SuperPort’ for freight and passenger operations within the Liverpool City Region that will become a key driver of its economy.

Atlantic Gateway Strategy
The Atlantic Gateway is a framework for collaboration between the Manchester and Liverpool city regions and aims to unlock the full sustainable economic growth potential of the region.

Liverpool City Region Low Emissions Strategy
This strategy seeks to integrate low emissions strategies into long term policy development through various initiatives, and encourage the take up of low emissions vehicles into regional local authority fleets and other large fleet operators.

Liverpool City Region Housing Strategy
The Liverpool City Region Housing Strategy will provide an investment framework for future housing development across the city region. The work was led by a steering group drawn from representatives of the city region’s local authorities. The focus of the framework is upon those areas of housing provision which require joint consideration and planning at a higher level – notably that of functional housing markets and the City Region in its entirety.

Joint Municipal Waste Management Strategy for Merseyside
The Joint Municipal Waste Management Strategy for Merseyside sets out the guiding principles for the delivery of waste management in the region between 2008 and 2020. The Strategy represents the direction taken by the Merseyside and Halton Waste Partnership (MHWP).

Strategy for Knowsley – The Borough of Choice
The ‘Strategy for Knowsley’ replaces the 2008 Sustainable Community Strategy and remains the overarching plan to make Knowsley the ‘Borough of Choice’. Whilst retaining the long term ambitions and vision, this plan focuses on actions to deliver short term priorities up to 2015, recognising that new ways of working will be required to address these challenges.

Knowsley Economic Regeneration Strategy
The Knowsley Economic Regeneration Strategy outlines the economic objectives and action plan for the development of Knowsley between 2012 and 2015. This includes the achievement of key goals relating to promoting sustainable business growth, establishing the Borough as a location of choice and empowering residents to achieve their economic potential.

Knowsley Housing Strategies
The Knowsley Housing Strategy sets out the strategic priorities for housing within the borough. The strategy focuses on three objectives, provision of high quality new housing, improvements to existing housing and connecting people to Knowsley’s housing offer.

Knowsley Tenancy Strategy
The Knowsley Tenancy Strategy has been developed within the context of the Borough Council’s overarching strategic objectives for housing, as set out in the Knowsley Housing Strategy 2011-2014. These objectives include issues such as increasing the provision of affordable housing, supporting a strong private sector, assisting vulnerable residents and improving neighbourhoods.

Knowsley Greenspace Strategy
The Knowsley Green Space Strategy aims to establish an agreed framework of principles and actions on which decisions for green space improvements can be made. This will provide the context for targeting improvement initiatives at sites that do not meet minimum standards set out in the strategy. Such an approach will be based upon the planning framework and a recent detailed audit and spatial mapping of all such sites.

Children and Young People’s Strategic Plan
The Children and Young People’s Strategic Plan sets out how the services provided for children and families in Knowsley will assist them in making the most of their potential.

Future Schooling in Knowsley
This document is part of a continuum of a long term local strategy known as ‘Future Schooling in Knowsley’ which sets out, in the context of national and local policy, how capital investment can be deployed to develop schools fit for the 21st century whilst reducing the number of surplus school places and continuing to drive up performance.

Positive Age Strategy
The Knowsley ‘A Positive Age Strategy’ has been lead by Knowsley Older Peoples Voice, and sets out a series of key priorities and issues which are important to older people in Knowsley. 

Knowsley Climate Change Strategy
The Draft Knowsley Climate Change Strategy provides a practical approach to tackling climate change for the Knowsley Partnership. Its approach supports Knowsley’s objectives to boost the local economy, protect the borough from severe weather, secure Knowsley’s energy supply and improve the health, wellbeing and quality of life of the boroughs residents.

Knowsley Carbon Management Plan
The Knowsley Carbon Management Plan sets out a strategy for reducing Knowsley’s carbon emissions over the next 5 years. It is a key element of the Corporate Plan, where achieving a sustainable environment and developing a climate change action plan form part of the objective to achieve a ‘Safer and Stronger’ Knowsley.

Climate Change Strategy and Action Plan
This Strategy has been developed using best practice guidance from the Energy Saving Trust and Carbon Trust. The strategy’s vision is, “A cooler future for Knowsley by 2023 – taking actions and changing behaviours to reduce carbon emissions and adapt to climate change”.

Children and Families Strategic Plan
This strategy set out specific proposals for narrowing the gap for those young people and families who are most vulnerable and have additional needs.

Knowsley Local Area Agreement
The Knowsley Local Area Agreement supports the major strategic focus of the Knowsley Partnership of narrowing the gap between the most deprived neighbourhoods in the Borough and the rest, and between Knowsley as a whole and other areas. The underpinning principles of the Local Area Agreement are reducing bureaucracy, increasing efficiency, devolving decision making and reforming public service delivery.

Merseyside Green Belt Local Plan
Green Belt boundaries across the whole of Merseyside were defined for the first time in the Merseyside Green Belt Local Plan, adopted in 1983. Within Knowsley, the Green Belt has remained almost unaltered since 1983 (apart from minor “tidying up” of boundaries in the Knowsley Unitary Development Plan, 1998).

Knowsley Local Sites
This compendium of Knowsley Local Sites sets out the Local Wildlife Sites (LWS) and Local Geological Sites (LGS) within Knowsley. The document also outlines where new sites have been identified or site boundaries have been updated since the adoption of the Knowsley’s Replacement Unitary Development Plan in 2006. These sites are Northwood Forest Hills (LWS 84) and Knowsley Park (LWS 40).
