This page explains how to use our Building and Planning services during this time.

Our flexible working policy and actions taken internally are helping us reduce the risk of the virus being spread.

Whilst our service may suffer from some mild disruption - for which we apologise in advance - this means that Knowsley and Halton Building Control services can carry on providing our statutory function during this challenging and unpredictable time, by using alternative methods.

At time of writing, we are putting in the following measures so that our customers can receive an undisrupted service until the Government advises us that normal business practices can resume.

  1. Applications - all building control services applications must be done online at
  2. Plan checking - this service will carry on as normal.
  3. Site inspections - to ensure the health and wellbeing of staff and anyone they come into contact with, we are changing our approach to site work.

Site inspection information during COVID-19 period

Virtual inspections

Where appropriate, we will carry out certain inspections virtually and obtain the necessary evidence to confirm compliance.

Pre-site visit assessment

For certain inspections, we recognise that it is still necessary to attend on-site. Before the visit, you will be asked the following questions:

  1. Has anyone at the site (property owner or builder) been ill and displaying the coronavirus symptoms?
  2. Has anyone at the site (property owner or builder) travelled from Italy, Spain or China within the last 2 weeks?
  3. Could the inspection be carried out in the absence of the property owner or homeowner if necessary?

If the answer is YES to questions 1 or 2 then we will ask to delay to our visit until the necessary quarantine period is over.
