Building Control

Our flexible working policy and actions taken internally are designed to reduce the risk of the virus being spread.

Whilst our service may suffer from some necessary disruption, in order to protect our customers and staff, this means that Knowsley and Halton Building Control services can continue during this challenging and unpredictable time.

In order that our customers can receive an undisrupted service, until the Government advises us that normal business practices can resume, we have implemented the following measures:-

  1. Applications - all building control applications during this period will only be considered if they are  submitted electronically via  bcsubmissions@knowsley.gov.uk
  2. Plan checking - this service will carry on as normal.
  3. Site inspections - to ensure the health and wellbeing of our staff and customers, we are changing our approach to site work

Building Control Site inspections during COVID-19 period

Virtual inspections

Where appropriate, we will carry out certain inspections virtually and obtain the necessary evidence to confirm compliance.

Pre-site visit assessment

For certain inspections, we recognise that is essential for us to attend on-site. However, during this time we will be following an enhanced assessment of any potential risks associate with Covid 19 in order to ensure both the safety of our staff and our customers.  As part of this approach, before a site inspection, you will be asked to confirm that you are operating your construction site in accordance with the Site Operating Procedures, published by the Construction Leadership Council.

It should also be noted that if during the course of a Site Inspection a Building Control Surveyor considers, particularly in relation to adhering to avoiding close working, that his/her safety (and that of the workers on the site) is compromised, then at the Building Control Surveyors discretion the site inspection may be terminated and re-scheduled once compliance with the Site Operating Procedures can be assured.

Planning
 
The Planning Team are working remotely, so are able to continue processing planning applications and responding to comments or queries. However, remote working makes it difficult to process paper copies of applications so where possible please ensure that any new applications are submitted electronically either via the Planning Portal or dcsubmissions@knowsley.gov.uk.
 
Copies of planning applications are available on our web site via our Public Access system, but if you have trouble accessing the details of an application please call (0151) 443 2381 or email dcsubmissions@knowsley.gov.uk. If you wish to comment on an application it would be helpful if you can do so electronically, but we are still able to receive correspondence sent via post.
 
Where it is absolutely necessary we will still conduct site visits, but if we are visiting your site we will contact you before doing so in order to ensure that appropriate hygiene and social distancing measures can be achieved.
 
It should also be noted that if during the course of a site visit a Planning Officer considers, particularly in relation to adhering to avoiding close working, that his/her safety (and that of the workers on the site) is compromised, then at the Planning Officer’s discretion the site visit may be terminated and re-scheduled once safe working practices can be assured.
