Christmas Support Payment for ‘Wet-Led’ Pubs

Knowsley Council will be providing a one-off £1,000 grant to eligible ‘wet-led’ pubs operating within the Borough, in lieu of any reduced Christmas trade.

To qualify, a pub must:

  • be located within a Tier 2 or Tier 3 local restrictions area for all, or part of, the period between 2 and 29 December 2020;
  • have been trading on 30 November 2020 (or immediately before the date of the implementation of the recent local or national restrictions);
  • derive less than 50% of its income from the sale of food;
  • not exceed State Aid limits;
  • not be in administration, liquidation or have a striking-off notice issued against the company
  • Meet the definition of a pub (see below)

Whilst there is no definitive description of a pub, for these purposes, it is considered that a pub should ordinarily:

  • be open to the general public;
  • allow free entry (other than when occasional entertainment is provided);
  • allow drinking without requiring food to be consumed (prior to coronavirus restrictions);
  • permit drinks to be purchased at the bar (prior to coronavirus restrictions).

Applicants will be required to confirm that the business for which this payment is being claimed derives under 50% of its income from food sales. Applicants will also need to provide accounts (dated no later than 11 March 2020) to confirm that they satisfy the criteria, if they are requested by Knowsley MBC, and any failure to do so will invalidate the application.

Government guidance states that this scheme specifically excludes restaurants, cafes, hotels, snack bars, guesthouses, boarding houses, sporting venues, nightclubs, music venues, festival sites, theatres, museums, exhibition halls, cinemas, concert halls and casinos. Unfortunately, applications from such establishments will be rejected.
