2017 Budget Measures - Discretionary Rate Relief

Following measures announced in the 2017 Spring Budget, Knowsley Council has introduced a number of awards of discretionary rate relief intended to offer assistance to a variety of ratepayers. Further details of these schemes are included below.

Supporting Small Business Relief

The Council has the discretion to award rate relief to assist those ratepayers who, as a result of the change in their rateable value at the 2017 revaluation, are losing some or all of their small business rate relief and are facing large increases in their bills.

To support these ratepayers, the Supporting Small Businesses Relief will ensure that the annual increase for such ratepayers is limited to the greater of:

  • a monetary value of £600 per year (£50 per month) or
  • The matching cap on increases for small properties in the transitional relief scheme.

Public Houses

The Authority can grant discretionary rate relief to public houses that have a rateable value of below £100,000RV. Under this scheme, eligible pubs will receive a maximum of £1,000 rate relief on their bill.

There is no definitive description of a traditional pub or public house in law which could be readily used to determine eligibility. The Council’s objective has been to adopt an approach that makes the design of the scheme and the associated eligibility easy to implement in a clear and consistent way and which is widely accepted by the industry. 

It is therefore considered that eligible pubs should:

  • be open to the general public
  • allow free entry other than when occasional entertainment is provided
  • allow drinking without requiring food to be consumed
  • permit drinks to be purchased at a bar

This relief will only have effect for the 2017/18 and 2018/19 financial years.

Revaluation Rate Relief

The Council may also award rate relief to assist those ratepayers who, as a result of the change in their rateable value at the 2017 revaluation, are facing increases in their bills. Rate relief may be awarded to help to neutralise any such increase.

It has been decided that priority should be given to those ratepayers whose operations are based solely, or predominantly, within Knowsley and that this particular relief should be specifically targeted at small and medium sized businesses.

Awards of this relief will have effect for the current financial year only.    

Awards of Relief
