Overview and Scrutiny
Members of the council who do not serve
on the cabinet are appointed to sit on
Scrutiny Committees. These are
responsible for the overview and
scrutiny of the council's policy and
decision making arrangements.
The Centre for Public Scrutiny (CfPs) has identified four principles of good scrutiny:

- Provide a critical friendly challenge to cabinets as well as external authorities and agencies
- Reflect the voice and concerns of the public and its communities
- Take the lead and own the scrutiny process on behalf of the public
- Make an impact on the delivery of public services.
The overview and scrutiny arrangements
are designed to complement and add
value to the work of the cabinet and
the authority's services. Scrutiny
committees are not traditional
committees in the way that they
operate. Scrutiny committees may make
recommendations, but they do not take
cabinet decisions, implement
recommendations or agree expenditure.
Overview and scrutiny in Knowsley
Overview and scrutiny is designed to moniter and review the delivery of services and the achievement of corporate priorities. In addition it focuses on policy review and developent, external scrutiny and holds the cabinet to account.The scrutiny committees in Knowsley are as follows:
