The Mayor and Mayoress of Knowsley

The Mayor and Mayoress of Knowsley, Councillor Michael Foulkes and his wife, Mrs Frances Foulkes.

Personal
Born in Colwyn Bay, North Wales, Cllr Foulkes moved to Liverpool when he was three years old. He is 70 years old and has been married to his wife Frances since 1961. They live in Knowsley Village and have three sons.

Cllr Foulkes attended St Cecilia’s Roman Catholic School in Tuebrook until he left at the age of 15 to join the army. He served from 1956 until 1959. He also worked in Dunlop for 18 years and was a taxi driver for 22 years.

Public Life
A veteran councillor, Cllr Foulkes was elected to Whiston Council in 1971 – 1974; Knowsley Council 1974 – 1985; 1996 – 2004 and 2006 – 2008. He has been a Knowsley Parish councillor on a number of occasions since 1968 and has also served on a variety of committees over the years including the North Huyton Forum, Housing, Education, Highways, Finance and Leisure.

He is currently Vice Chairman of North Huyton Partnership Board and School Governor of The Elms School.

 
Interests
Despite a busy career, politics has been one of the greatest interests in Councillor Mick Foulkes life. He also enjoys various kinds of sports and is Chairman of the local boxing club.

Charity
As Mayor, Cllr Foulkes has decided to support the Alzheimer’s Society and Liverpool Voluntary Society for the Blind, based in Kirkby and Knowsley Child and Adolescent Mental Health Services, based in Huyton.

Guidance for Mayoral Events
The Worshipful the Mayor shall have precedence within the Metropolitan Borough of Knowsley subject only to the presence of Her Majesty the Queen or a representative of Her Majesty.

  • The responsible person should meet the Mayor at the entrance on arrival and should introduce him to the host or to the assembled company.
  • When the Mayor enters, those present should rise and this should be repeated when he leaves.
  • Unless the Mayor occupies the Chair, he should be seated on the immediate right of the person presiding
  • Except for an introduction, it is normal that the Mayor should be first speaker.
  • The correct form of address for the Mayor is “Mr Mayor”.
