Ethnic monitoring

The Knowsley Workforce Ethnic Monitoring report has been produced in support of the Council’s Race Equality Scheme. This requires organisations to publish the results of monitoring of current employees and job applicants. The results of the workforce monitoring will identify areas of inequality and serve as a tool for workforce planning, strategic policy development, benchmarking and employee monitoring.

Under the Race Relations (Amendment) Act 2000, the Council has a specific duty to monitor, by racial groups:

  • all employees;
  • all applicants for jobs;
  • all applicants for promotion;
  • all applicants for training.
In addition, as the Council employs more than 150 people, it also has a duty to monitor the number from each racial group who:

  • receives training;
  • benefits or suffers disadvantage as a result of performance assessments;
  • are involved in grievances;
  • have disciplinary action taken against them;
  • end employment with the Council.
This employment monitoring will enable the Council to examine the ethnic make- up of its workforce and compare this to the local community. It will also enable the Council to analyse how its human resource practices and procedures affect different ethnic groups.
