Knowsley has a single party Cabinet made up of the Leader plus 9 Cabinet Members. The Cabinet is responsible for taking decisions on the Executive functions of the Council. These functions include proposing the policy framework and budget to the full Council and implementing the Authority's policy framework. Cabinet meets every three weeks.

Each Cabinet Member has a portfolio area of responsibility - a number of portfolios are thematic and relate to the Local Strategic Partnership themes (e.g. Health & Social Care) whilst some are still functional (e.g. Finance & Information Society Technologies)

There is also an extensive system of delegation to Chief Officers. It must be noted that individual cabinet members do not have the power to take decisions on their own. Delegation remains with an officer in consultation with the Cabinet Member.
