Standards Committee

Scales of justice

As a resident, you have the right to expect high standards of behaviour and conduct from the councillors who represent you.

As they carry out their duties on your behalf, councillors receive support and advice from the Standards Committee to follow the Code of Conduct.

What the Standards Committee does for you

The Standards Committee’s role is to promote high standards of conduct and to guide and support Members to understand and maintain the required high standards of conduct as they act on your behalf.

Its specific functions include overseeing training for Elected Members on the Code of Conduct and assessing and determining complaints against Members who are alleged to have failed to uphold the standards of behaviour expected of them.

If you believe an Elected or Co-opted Member has failed to meet the standards of behaviour expected of them, it is the responsibility of the Standards Committee to deal with the complaint.

Membership

The Committee is made up of eight Councillors, four Independent Members and three Parish and Town Council representatives. The Chair is an Independent Member.

Code of Conduct

When you consider whether your elected representative is upholding the standards of behaviour expected of them, you should refer to the Code of Conduct.

The code is underpinned by the Ten General Principles of Public Life:

  • Selflessness
  • Honesty and integrity
  • Objectivity
  • Accountability
  • Openness
  • Personal judgement
  • Respect for others
  • Duty to uphold the Law
  • Stewardship
  • Leadership

Complaints and investigations against Councillors and Co-opted Members

If you have a complaint about the behaviour of an Elected or Co-opted Member, you must put it in writing to the Standards Committee.

The Committee can only consider complaints about the behaviour of Elected or Co-opted Members if they relate to standards of behaviour detailed in the Members’ Code of Conduct.

Further advice or guidance on the complaints procedure is available here or from the Deputy Monitoring Officer on 443 3609.
