Public rights of way

Knowsley Council as the local Highway Authority has a direct responsibility for its Public Rights of Way network. The Borough has approximately 55 kilometres (35 miles) of paths, both footpaths and bridleways.

What is a Public Right of Way?

Legally, it's a path or way, as distinct from an adopted pavement or road, over which the public have the right to 'pass and re-pass'.

The type of way determines exactly what that right is:

  • Public footpaths can only be used for walking
  • Public bridleways may be used by horse riders

On Public Rights of Way you can:

  • Take a pram, pushchair or wheelchair but expect to encounter stiles on rural footpaths,
  • Take a dog under close control, preferably on a lead
  • Make a small deviation to avoid an illegal obstruction, but only do so if you are certain that your route is safe and available.
  • Footpath users may remove an obstruction sufficiently to get past.

How do I find out where I can go?

Public Rights of Way are recorded on the Definitive Map and accompanying Statements. These can be viewed at the Department of Regeneration and Neighbourhoods, Yorkon Building, Archway Road, Huyton.

The Council has a legal duty to 'assert and protect the rights of the public to the use and enjoyment' of a Public Rights of Way.

Before allowing a Public Right of Way to be legally diverted or closed, the Council ensures any proposed changes are advertised in a local newspaper and notices put up on the site. This allows you to use your right to object.
