Footway crossings
Knowsley council can provide a
construction
service if you need to drop the
kerb outside your property to make a
driveway.
Cost
The maximum charge will normally be £250. This will be higher if Planning Permission is required. If the actual construction cost is less than £250, you will be reimbursed the difference.What will happen?
The kerbs will be replaced with usually 3 low units and a splay kerb at each side. Generally the surface will be rebuilt in tarmac for the full width of the footpath. Only where all other crossings in the street are in concrete flag will the flags be re- used on a new foundation. The work is normally in two stages. One day for kerbs, foundation and the first tarmac layer, followed some days later by the final tarmac layer. Work should be completed within 8 weeks.Can I use my own contractor?
If you wish to use your own contractor we will require the following:- An inspection fee to be paid.
- An indemnity form to be signed.
- Evidence of Public Liability insurance minimum £2000,000
- Your contractor will need to complete a 'Highway opening up notice permit.'
- Confirmation NRSWA1991 requirements have been taken

Are there any restrictions?
There are restrictions on a classified highway (A or B roads) and on other roads which may poss a danger. In such cases planning permission is usually required for which there is no further charge.Where planning permission is needed the Council will be wanting to make sure that the access is as safe as possible, by checking the following:
- The location of the access, and the visibility it provides for drivers using it, will be considered.
- On particularly busy roads the council may decide that an access would not be safe unless a turning space is provided on the property.
If there are other traffic hazards
that cannot be overcome, permission
may be refused. In some cases it may
be necessary to refuse permission
where no off-street parking can be
provided.

- Plan of your property - please mark position of existing/proposed gates and proposed location of crossing on the plan. (Plans of your property can be obtained from the councils planning team, please call 0151 443 2355 to request a plan).
- Completed Estimate Form - please sign and return the form should you wish for work to progress (a PDF version of the estimates form is available below).
- Completed Questionnaire - please complete to assess the availability and estimated cost of construction (a PDF version of the estimates form is available below).
What if my application is refused?
If your application is refused you will receive a letter stating the reason why it has been refused and you have the right of appeal to Secretary of State, Planning Inspectorate, Tollgate House, Houlton Street, Bristol, BS2 9DRAttachments
