What is an attachment?

An attachment can be classed as any the following (please note this is not an exhaustive list):

  • Political signage
  • Fire hydrant signs
  • Bus stops and timetables
  • Any special event signage or advance direction signage
  • Direction signage (including AA/RAC signs)
  • Neighbourhood watch signs
  • Blind persons referencing points
  • Police notices
  • Police surveillance cameras and associated equipment

 

Are attachments allowed on street lighting columns?

Attachments can only be displayed if you have obtained council approval.  To request permission, a S178 Licence must be completed.

Consent will not be given to any attachment wishing to be placed on a high-mast, traffic sign or which contains direct commercial or sponsorship advertising.


What will happen if I haven’t received approval?

Any attachment put up without a valid licence is unlawful and will be taken down and stored by the council for two weeks. After two weeks, the attachment will be disposed of.


How do I get approval?

To request a S178 Licence, download the guidance and application form (PDF) and submit to:

We endeavour to respond to all applicants within 15 days of application being received.


How much will the licence cost?

All applications are subject to a non-refundable administration fee which is dependent on the number of attachments:

  • 1 - 5 attachments: £150
  • 6 – 20 attachments: £200
  • 21 – 50 attachments: £250
  • 51+ attachments: to be agreed based upon quantity and detail

Will the council put up my attachment?

We will happily arrange for authorised attachments to be fitted at a cost of £30 per attachment.


Can I fit attachments myself?

Yes, providing you have a valid S178 Licence and provide indemnities, covering accidental damage that may be caused during this process.
