Kirkby Consultation: February 2011

Knowsley Council is currently considering an outline planning application for a major development in Kirkby town centre. Since the initial plans were submitted, the applicant (Spenhill, the regeneration subsidiary of Tesco) has submitted additional information and amendments to their proposals.

As a result, the council is providing the community with an opportunity to view the updated proposals and formally submit their comments or objections on the complete application.

Why is the council consulting again on the proposals to regenerate Kirkby?

Since the previous consultations, the applicant (Spenhill, the regeneration subsidiary of Tesco) has submitted some additional information to the proposals.

The information submitted is largely technical in nature and does not change the original application in any significant way.  However, the Council has provided an opportunity for the community to view the amended proposals and make comments on or objections to the updated application.

What new information has been submitted?

  • Revised Summary Statement
  • Archaeology report in Chapter A (Introduction and Background) of the Environmental Statement.  These details can be found under the sub-heading site and surroundings and Appendix A11.
  • Kirkby Retail Viability assessment
  • Environmental Statement volume 1 - Non Technical Summary addendum
  • Chapter B Transport addendum of the Environmental Statement and Appendix B5 Transport Assessment addendum
  • Chapter C Noise and Vibration addendum of the Environmental Statement
  • Chapter D Air Quality addendum of the Environmental Statement

Can the community make comments on just the new information, or the application as whole?

People can provide comments or objections on the whole application, and this includes the new information submitted.

If people have already made their comments at the first consultation and have nothing further to add, they DO NOT need to resubmit their earlier written representations.  All comments, including those already made at previous consultations on this application, will be considered before making a decision on this proposal.

Where can I view the plans?

Search the Planning Public Access section.  The reference number is 10/00505/OUT.

Alternatively, copies of the documents are available to view at the Kirkby One Stop Shop and the Huyton One Stop Shop between the hours of 9am-5pm (Monday to Friday) and 10am-12.30pm (Saturday).

Is the council holding an event for the community to view the plans?

No.  Whilst the additional information does merit a further consultation, the changes are not of the scale or significance that requires a further event to be held.

How do I make comments or objections to the application?

All views relating to this application must be submitted in writing to the Council to be valid.  This can be by letter, email or online through the Planning Public Access section.

What is the deadline for me to submit my views?

All comments and objections must be received in writing no later than 7 March 2011.

Will I receive a formal acknowledgement/written response to my comments?

No.  Due to the potential volume of correspondence that may be submitted, you will not receive a formal acknowledgment or written response from the Council.

Will the comments made at the previous consultation still be taken into consideration before a decision is made?

Yes.  All comments made as part of the previous consultations have been recorded and will be considered, alongside any further comments submitted, before a decision is made on this application.

What happens next?

Once the deadline for comments has passed, any written representations will be added to the comments already made and to the formal report for the Planning Committee.  The Planning Committee will then consider this report before making a decision on the application.

When will the council be making a decision on this application?

No date has yet been set for a Planning Committee to determine this application.
