Joint Housing and Employment Land Studies

The Council, together with Sefton and West Lancashire Councils commissioned White Young Green to undertake a joint Strategic Housing Land Availability Assessment (SHLAA).  The three Councils, together with Halton Council also commissioned the BE Group to undertake a joint Employment Land and Premises Study (EL&PS).  The purpose of the studies is to inform preparation of the Local Development Frameworks (LDFs) of each of the districts involved.

The studies seek to identify land and premises suitable for either housing or employment uses, or a mixture of the two, and assess how much development each site can accommodate and when they are likely to be delivered.

The purpose of the reports is to inform preparation of the Local Development Framework.  The consultant’s reports will not imply any commitment by the Council that such sites will be considered for development in the future.  If a planning application is submitted for development on any of the sites, the application will be considered against relevant planning policies and other considerations in line with government guidance.

Final EL&PS report

The joint ‘Employment Land and Premises Study’ (ELPS) was carried out by the BE Group on behalf of Knowsley, Halton, Sefton, and West Lancashire Councils. The Study looked at issues such as the need for additional business land and the quality of existing industrial estates and business parks.  It had a base date of April 2008 and was subject to a formal 6 week period of public consultation between 28th May and 9th July 2009.  The Study will be used to inform each Council’s Local Development Framework.

Strategic Housing Land Availability Assessment – 2010 Update

Knowsley, Sefton and West Lancashire Councils are jointly carrying out an update of the Strategic Housing Land Availability Assessment (SHLAA) and recently undertook a joint ‘Call for Sites’ exercise to update to their Housing and Employment land studies. This process has now closed.

Once complete, Knowsley’s updated SHLAA  will be published alongside and used to inform the Core Strategy “Preferred Options” paper due for public consultation early in 2011.

Liverpool City Region Development Land Needs and Supply - Overview Study

Knowsley Council is currently (along with 7 other local authorities in the Liverpool City Region) undertaking an "overview" study of development land needs and supply. Once completed this will provide a picture of land supply and requirements for new development (both housing and employment) across the whole city region.
