Introduction to the LDF
The Local Development Framework – or LDF – refers to the system
of planning policy introduced by the Planning and Compulsory
Purchase Act 2004. The LDF system replaces the previous
Unitary Development Plan or Local Plan system and is strategically
linked to the adopted Sustainable Community Strategy for the area.
The LDF contains policies which guide new development and
investment, and has a central role in decisions on planning
applications. It contains borough-wide and area-specific policies
relating to a diverse range of issues, from housing provision, to
retail development, to environmental protection and sustainability
in design. Its central focus is on delivering sustainable

Subsequent to the adoption of the Knowsley Replacement Unitary
Development Plan, work on the Knowsley LDF began in 2007. On this

adopted documents which currently make up the LDF, and also
