Evidence base - Local Development Framework

A key feature of the Local Development Framework (LDF) is that policies and proposals are based on a robust and up to date evidence base. The evidence base requirements are set out in various Planning Policy Statements (PPSs). To ensure these requirements are met, a number of specialist studies or research projects have been undertaken or are ongoing. This evidence base, in addition to providing valuable information to support the preparation of the LDF, will be essential to monitor and review the various documents that comprise the LDF.

The main technical studies that are either already completed, or are being undertaken include:

Town Centres and Shopping Study (Stage 1)

Knowsley Council commissioned Roger Tym & Partners to undertake this study in April 2008. The study reflects national guidance and regional policy, and forms part of the evidence base for the town centre and retail policy aspects of the Council’s emerging Local Development Framework (LDF).

This first report (stage 1) has been used as part of the evidence base for the LDF Core Strategy ‘Issues and Options’ paper. A second report (stage 2) will be published in early 2010, including a better assessment of the current recession and an assessment of the quantitative and qualitative need for retail and other town centres over the forthcoming LDF plan period. The stage 2 report will feed into the Council’s preparation of its ‘Preferred Options’ for the Core Strategy.

Strategic Flood Risk Assessment (SFRA)

The Strategic Flood Risk Assessment (SFRA) for Knowsley was completed in June 2009. The SFRA has been prepared in accordance with government guidance in Planning Policy Statement 25 (PPS25) ‘Planning and Flood Risk’ (2006) and it’s associated Good Practice Guide.

The main purpose of the SFRA is to provide a strategic overview of flood risk in Sefton, focusing on future development. The SFRA will help us to direct new development towards the sites at the lowest risk of flooding, i.e. away from areas at higher risk of flooding. It does not provide a detailed risk of flooding for individual existing properties, and should not be used for this purpose.

The Steering Group for the SFRA preparation included officers from Knowsley and Sefton Councils, Merseyside Environmental Advisory Service and the Environment Agency.

Note: Since completion of the SFRA the Council has been reviewing information relating to surface water flooding. Queries relating to this issue should be directed to the Council’s Local Development Framework or Highways – Asset Management teams.  The appendices associated with the SFRA are available on request from the Local Development Framework team
