Unitary Development Plan

“Saved Policies” of the Knowsley Replacement Unitary Development Plan

The Knowsley Replacement Unitary Development Plan (UDP) was adopted in June 2006.

Under the transitional arrangements for moving to the LDF system, all but four of the 82 individual UDP policies were “saved” by the Secretary of State on 12 June 2009. The "saved" policies will remain in place until, in most cases, they are replaced by new policies within the Local Development Framework. Some individual policies in the UDP may be saved for a longer period if they are still considered to be up-to-date. 

The Policies that were not saved are:

  • Policy H1: Strategic Housing Land Requirements 
  • Policy S3: Huyton Town Centre
  • Policy S8: Location of Development for Town Centre Uses
  • Policy T4: Major Highway Schemes

Supplementary Planning Documents

North Huyton Action Area Supplementary Planning Document (SPD)

The North Huyton SPD was adopted by the council in February 2007 and was the first to be produced under Knowsley's LDF. It is consistent with the council's objectives for the area and will assist in the overall regeneration of North Huyton Action Area.

Tower Hill (Kirkby) Action Area Supplementary Planning Document (SPD)

The Tower Hill (Kirkby) Action Area SPD was adopted in April 2007 and will guide the regeneration of the residential area know as Tower Hill in Kirkby.

Green Space Standards and New Development Supplementary Planning Document (SPD)

This SPD sets the standard to guide the protection and improvement of public open spaces in the borough and provides guidance to developers whose planning applications are likely to affect existing areas of green space. The SPD was adopted in November 2007.

Contribution calculations

Please note that in accordance with Table 6.1 of the Greenspace Standards and New Development SPD, contribution calculations are subject to annual cost of provision / maintenance increases in line with the Retail Price Index (RPI). From 1st April 2012 the revised charges for contributions towards offsite provision and maintenance are as follows:

Substantial Residential Area (SRA) in overall deficit of provision - developers will be required to contribute a provision and maintenance cost for each person introduced to the area as a result of the development at a rate of £842.11 per person.

Substantial Residential Area (SRA) in overall surplus of provision - developers will be required to pay a maintenance cost only for each person introduced to the area as a result of the development at a rate of £490.49 per person.

Householder Developments Supplementary Planning Document (SPD)

The purpose of this SPD is to advise householders and their agents of the guidelines for house extensions. It also provides advice on how to enhance the appearance of domestic extensions but still maintain the character and amenity of the neighbourhood. This SPD was adopted in November 2007.

Ensuring a Choice of Travel Supplementary Planning Document (SPD)

The Ensuring a Choice of Travel SPD was adopted by the Council in September 2010 to provide detailed guidance about the council's transport policies. The main objective of the SPD is to ensure a good choice of travel modes to all new developments in Knowsley.  It can be used by developers to ensure that their proposals are accessible, promote sustainable travel patterns and minimise the congestion and pollution caused by vehicles. It will be used to assess planning applications in relation to transport requirements.

The SPD does not contain dimensions for car-parking spaces and manoeuvring areas.  These can be found in the Department for Transport document “Manual for Streets”.

Although the SPD covers the Knowsley Borough, it was developed in close partnership with the other districts on Merseyside and with Merseytravel. This was to ensure a relatively consistent approach across Merseyside to securing access to new development by a choice of transport modes, i.e. walking, cycling, public transport as well as by private motor vehicles.
