Welcome to Policing and Public Safety

Preventative services
The aim of pre-crime prevention is to
identify children and young people who
are at high risk of offending and help
them to avoid entering the Youth
Justice System.
The Youth Justice Board has developed a variety of programmes, which are intended to achieve this aim.

Knowsleys’ Crime Preventative Strategy
The Crime and Disorder Reduction Partnership and the Children and Young People’s Strategic Partnership share common agendas. These are the prevention of offending and the risk of harm to young people. The strategic groups that are allied to this agenda include all Local Authority council departments, the Drug Action and Alcohol Team, the Children’s Fund, Connexions and all agencies that have a vested interest in achieving community harmony.
The Integrated Children’s Services agenda
This agenda is co-ordinating the delivery of children’s services. This links at a strategic level to crime and all of the other issues targeted in the Knowsley Community Plan.Joint Action Group (JAG)
This group focuses on the targeting of offenders and localities and commissions specific actions ranging from diversionary activities, Anti-Social Behaviour Contracts, Anti- Social Behaviour Orders to formal police targeting of criminal events and actions as well as housing trust evictions and the protection of victims.Youth Offending Team (YOT)
Knowsley Youth Offending Team is part of the Citizenship and Social Inclusion Division that fronts the agenda of community safety and, in partnership, delivers such services as Mentoring, diversionary activities, Youth Inclusion and Support Panels [YISPs], Youth and Children’s Parliaments, School Truancy Strategy, Anti-Bullying Programmes, Neighbourhood Wardens, Domestic Violence, ‘Safe Places Safe Spaces’, Identification, Referral and Tracking [IRT] and part of the Local Authority Public Service Agreement.Identification, Referral and Tracking (IRT)
Knowsley is a ‘Trail Blazer’ for the Identification, Referral and Tracking programme and the Youth Inclusion and Support Programmes. As part of their co-ordination, the Youth Offending Team is extending the use of our Youth Offending Information System [YOIS] to the preventative models of Youth Inclusion and Support Programmes for both 8-13 and 13-18 year olds to give continuity of information. The Teams responsible for delivery will use the ASSET assessment tool and the full case management process. The IRT is planned to link together all child related services and will have the ability to extend to adults in the future. Although funded and co- ordinated from different government sources, these have been linked at local level in order to control and clarify delivery.Drug and Alcohol Action Team
The Drug Action and Alcohol Team and its groundbreaking work have been commended by the government for both innovation and foresight. Knowsley has created a ‘Virtual Substance Misuse Team’ incorporating all agency services and linking all substance misuses in both early prevention and treatment programmes. The Youth Offending Team, as partner to this, co- ordinates its services, not only for the reduction of re-offending, but also to the preventative agenda within our community. The prevention of risk and crime is integral to the future regeneration of Knowsley and its residents have the right to feel safe. The current Youth Justice Plan has been developed on the basis of this wider agenda and creates a platform from which all Youth Offending Team planned services, actions and developments will be delivered.
