Knowsley has unveiled its latest high-
tech weapon in the war on fly-tippers.
The state of the art CCTV van will be out and about across the borough ready to catch red handed the culprits who blight communities by dumping rubbish.
The vehicle incorporates the latest number plate recognition technology, meaning it can identify tippers using cars and other vehicles to transport waste which is then left illegally in public places. Using the DVLA database, Knowsley’s Environmental Enforcement Officers can then track down the details of the owner of the vehicle, including their name and address, in order to help them prosecute the offender.
The van will concentrate its efforts in known fly-tipping hotspots within Knowsley, and will be used to deal specifically with the problem of environmental crime.
In addition, the vehicle will be out and about at junctions and roundabouts capturing video evidence of motorists who throw litter from their cars. Not only will the technology record the offence, but it will also read the number plate in order to identify the owner so that they can be issued with a fixed penalty notice.
Knowsley already operates a zero- tolerance approach to fly-tipping and other environmental crime as part of their PRIDE campaign. Officers actively investigate each case when items are dumped in public places, searching for evidence that will lead to the identity of the owner. Anyone caught fly-tipping in the borough faces a £50,000 fine or up to five years in prison on an indictment.
The council offers initiatives to reduce illegal dumping including helping with community clean ups, providing skips and enabling residents to get rid of unwanted items quickly and safely through the bulky item collection. Residents can call 0151 443 2400 to either report rubbish being dumped in their area or to get their unwanted bulky items collected for free.
Cllr Bob Swann, Knowsley’s Cabinet Member for Environment and Operational Services, said: “Knowsley Council will not tolerate fly-tipping and other environmental crimes.
“Our tough stance means that we will not hesitate to use all the powers available to us to prosecute offenders. The CCTV vehicle is a fantastic way to do this, and we hope that not only will it help us apprehend those responsible, but will also act as a deterrent to anybody planning to dump rubbish illegally.”
