New Dispersal Order Comes Into Force
New measures are to be introduced to an
area of Stockbridge Village to deal
with problems of anti-social behaviour.
The introduction of a Section 30 dispersal order by Merseyside Police and Knowsley Metropolitan Borough Council will allow police to move people on between the hours of 6pm and 2am if officers believe their presence is resulting in or likely to result in members of the community being intimidated, harassed, alarmed or distressed.
If people return to that area or refuse to obey the instructions they can be arrested.
The new powers are available to police as of today, Wednesday, October 5, 2005 and they will deal primarily with a number of problems that have been identified following complaints from the public.
Neighbourhood Inspector Graeme Webster, in charge of policing in the Stockbridge Village area, said: "Anti- social behaviour continues to be a key issue for our residents, in some cases causing them extreme distress. Whilst we are working hard with partners to look at long-term solutions, the use of the Section 30 in the designated area helps us to deal with the problems with anti-social behaviour very quickly. These powers are an excellent addition to Neighbourhood Policing - allowing us to deal with problems of concern to residents speedily and effectively.”
Margaret Flaherty, Cabinet Member for Community Safety and Social Inclusion added: “We feel this is a positive and pro-active response to ongoing concerns raised by local communities and businesses in the affected area. I feel the introduction of the Section 30 will greatly aid our fight against the nuisance of anti-social behaviour that reduces the quality of life for people in this community. Dispersal orders have already been issued to good affect within Knowsley and I hope similar success can be achieved with this latest order."
This designated area has been backed by Knowsley's Joint Agency Group, which is made up of a number of local partners including the Police, Knowsley Council, Knowsley Housing Trust and Villages Housing. Posters with details of the order will be displayed in prominent parts of the affected area.
The Section 30 order covers the following area:
All areas of Stockbridge Village within the area encompassing the roundabout at Waterpark Drive north along the length of Haswell Drive to Waterpark Drive and then along the pathways or boundaries to the rear of Marled Hey, St Brigid’s School, the Spinney, Cremorne Hey and along the boundary of Brookside Community Primary School to Waterpark Drive and its junction with Haswell Drive.
