Update – Transport Improvements for Knowsley Business Park

The transport improvement work at Knowsley Business Park is on schedule and progressing well.
 

The current road works are part of the Knowsley Business Park Access and Connectivity Improvements scheme which will provide clear routes and gateways for vehicles to identify and access the park. There will also be more public transport available and improved walking and cycling access making it easier for people to move around the park, whatever form of transport they use.

The first phases of the work will soon be complete and drivers will notice an improvement to the traffic flow and will benefit from the work carried out.

To allow this work to be completed, there will be a schedule of temporary road closures and traffic signals at the following junctions, starting Saturday 5 December:
 

It is of paramount importance that drivers adhere to any temporary traffic management in place, as this is for the safety of both the general public and the workers on site.

As part of the Growth Fund investment, the Knowsley Business Park Access and Connectivity Improvements Scheme will be the first major transport initiative to be delivered in the Liverpool City Region following the devolution of funding from the Department for Transport. Temporary Road Closures on A580 East Lancashire Road/Moorgate Road North/Moorgate Road South

Work at this junction will create a new right from the A580 onto both Moorgate Road North and Moorgate Road South.

Plans

The following road closures are needed to resurface the road. The work will be carried out at the weekend and overnight to minimise disruption to traffic:

On Sunday 6 October 2015, approx. 7am – 10pm, Moorgate Road South (northbound) will be closed to all traffic from its junction with the M57 junction 4 roundabout to its junction with the A580 East Lancashire Road. The diversion route will be via School Lane, Kitling Road, Ormskirk Road, Coopers Lane and South Boundary Road.

Additionally, traffic travelling south on Moorgate Road North will be unable to continue straight-on onto Moorgate Road South or to turn right onto the A580 East Lancashire Road. The diversion route will be to turn left onto A580 East Lancashire Road (eastbound), U-turn around the Alchemy Way roundabout, A580 East Lancashire Road (westbound).

Tuesday, 8 December, overnight road closures - Due to unforeseen circumstances it has been necessary to cancel the proposed overnight temporary road closure of the A580 East Lancashire Road westbound carriageway at the Moorgate Road South junction and also Moorgate Road South from M57 junction 4 roundabout to A580 East Lancashire Road. 

The work has been reprogrammed and therefore, the following temporary traffic restrictions will now take place from 8pm on Tuesday 8 December 2015 until 6am on Wednesday 9 December 2015:

  • No left turn from A580 East Lancashire Road (westbound) onto Moorgate Road South (southbound) – The diversion route will be via Ormskirk Road, Kitling Road and School Lane.  As shown on attached plan PT/TM/5565.
  • No left turn from A580 East Lancashire Road (eastbound) onto Moorgate Road North (northbound) – The diversion route will be via A580 East Lancashire Road, Coopers Lane and South Boundary Road.  As shown on attached plan PT/TM/5567.

Overnight from 8.00pm Wednesday 9 December 2015 until 6.00am on Thursday 10 December 2015 and from 8.00pm Thursday 10 December 2015 until 6.00am Friday 11 December 2015 the eastbound carriageway of A580 East Lancashire Road will be closed to all traffic from its junction with Moorgate Road North. The A580 eastbound diversion route will be via Moorgate Road North, South Boundary Road and Coopers Lane. The Moorgate Road North (southbound) diversion route will be via Moorgate Road South, School Lane, Kitling Road and Ormskirk Road.

Temporary Traffic Signals – Gale Road, Kirkby

The work at this junction is being carried out by gas and electricity utility companies who are relocating their underground pipes and cables.

Plans

This work is expected to be complete by the end of December 2015 and the construction of the new roundabout will start in January 2016.

From Saturday 5 December for approximately 2 weeks, there will be temporary traffic signals on Gale Road. Additionally, there will be no right turn from South Boundary Road onto Admin Road/Gale Road. The diversion route will be via South Boundary Road, Lees Road, Charley Wood Road, Acornfield Road and Gores Lane.

Temporary Road Closures on Perimeter Road/Moss End Way

A new roundabout is being constructed at the junction of Moss End Way/North Perimeter Road/Perimeter Road.

Plans

The following road closures will take place to allow the final phase of work to be carried out:

From Monday 7 December 2015 until Tuesday 15 December 2015 Perimeter Road will be closed at its junction with Moss End Way. The southbound diversion route will be via Moss End Way, Acornfield Road, Gores Road, Lees Road and South Boundary Road. The northbound diversion will be via South Boundary Road, Lees Road, Ashcroft Road, Acornfield Road and Moss End Way.

From Wednesday 16 December 2015 until Tuesday 22 December 2015 Moss End Way will be closed from its junction with Depot Road to Perimeter Road/North Perimeter Road. The southbound diversion route will be via Perimeter Road, South Boundary Road, Lees Road, Ashcroft Road, Acornfield Road. The Northbound diversion will be via Acornfield Road, Gores Road, Lees Road, South Boundary Road and Perimeter Road.

Temporary No Right Turn from A580 East Lancashire Road onto Coopers Lane

Work at this junction will provide additional right turns from the A580 onto both Coopers Lane and Ormskirk Road.

The work schedule for Monday 7 December 2015 has now been re-programmed to begin on the 8 February for 1 week.
