The Countryside and Rights of Way Act
2000 placed a new duty on Highway
Authorities to establish a Local Access
Forum for their area.
The function of the Merseyside Local Access Forum is to make the countryside more accessible and enjoyable for open air recreation, in ways which address social, economic and environmental interests.
In addition to Knowsley, the forum consists of Liverpool, Wirral, Sefton, St Helens and Halton Councils.
