Common Assessment Framework

The Children Act 2004 provides the legal Framework for 'Every Child Matters: Change for Children', the programme aimed at transforming Children's Services.

The Information Sharing and Assessment and Common Assessment Framework is one of several projects for the Change for Children (C4C) Programme that aims to implememt change in Knowsley's Children's Services in line with Every Child Matters and the Children Act.

Knowsley is a trailblazer authority to test new ways of infomation sharing and multi-agency working. A pilot group involving council, health, schools, police and voluntary sector organisations has been established in the Kirkby area to test alternative ways of working to enhance the well being and life chances of all children.

  • 5250 children and young people in Knowsley are involved in the project and are part of the Knowsley Index.
  • Approximately 450 practitioners have been trained on Information Sharing and Assessment (ISA).
  • 23 organisations/departments signed up to Information Sharing Protocols and Agreements.
  • Multi-agency and lead practitioner procedures agreed.

What next?

Knowsley is and early adopter of the Common Assessment Framework and we aim to start rolling out good practice tested in Kirkby across Knowsley to ensure all children and young people have access to more effective services. Implementation will start in the borough from April 2006 and will be revised in line with any National Developments.

The project is also assisting DfES in the development and implementation of national policy in these areas by regularly feeding back to them.
