Street numbering and naming
The council is responsible for the
allocation of postal addresses
throughout Knowsley Borough.
The street naming and numbering process is covered by Statutory Legislation contained in the Towns Improvement Clauses Act 1847 and the Public Health act 1925.

New streets
Developers of new streets within the borough are invited to submit an application letter requesting a naming and numbering scheme for a new development along with a site location plan.A developer can make original suggestions on their application or select from a pre-determined list.

House naming
The allocation of a house name is permitted but where a numbering scheme is in place it would be additional to that number and not a replacement. In such cases there is no requirement to inform the Council. This is not the case in some parts of the Borough where a numbering scheme is not in place. Here any new names need to be checked out by the Council to help avoid duplication or similarity. Expectations are that building owners will undertake their own research at the outset.Post codes
Having established the address up to the postal town we then consult the Royal Mail for allocation of the full postcode and having received that we inform the developer or householder as appropriate.Dispatch of information
Beyond the house builder or occupier of property we have a list of interested parties who need address information. This includes not just other areas of the Council but the emergency services, statutory undertakers, map makers, etc.The Council may not grant permission to requested names on the grounds that:
- a new name should not be similar by either spelling or pronunciation to an existing name within the Borough, nor preferably similar to any used in neighbouring areas;
- that, if possible, the name should be easily remembered and pronounced by elderly persons or young children;
- that it should not be controversial
Along with your application form please enclose the following:
- Notification letter (quoting your planning application reference number)
- Enclose a site layout plan (preferably scale 1:1250)
- Completed street naming and numbering scheme application form
