Recruitment and retention

A number of sections across the children and young people’s workforce experience difficulties in recruitment and retention of staff, particularly in key posts. The changes being brought about to the council through the Education and Inspections Act 2006 are such that the services currently provided by the local authority may continue, but through a different provider or may stop being delivered. In addition, new posts are being considered and are under development. This may mean staff moves from areas no longer being delivered to new service areas, or the requirement for additional staff. As a result of this it is important that in either circumstance, the skill requirements of those staff are considered carefully and a partnership approach taken.

A review of recruitment and retention is required to ascertain challenges and opportunities and to develop a partnership approach, which follows consistent systems and practices and allows for joint working, co-location and multi-agency provisions to be catered for. This will be supplemented by statutory requirements within employment law, Children’s Act 2004 and Safeguarding Vulnerable Groups Act 2006.
