Risk and resilience

You have a legal responsibility for the health and safety of everyone affected by your organisation. We provide a wide range of health and safety services in order to reduce risk, improve safety and wellbeing for employees and to ensure that your organisation is legally compliant.

What we offer

  • Advice in respect of health and safety duties and responsibilities as delegated by statute and under common law.
  • Authorisation and approval of educational visits (involving hazardous activities and/or overnight stays)
  • Annual health and safety audit conducted by an approved auditor.
  • Annual health and safety conference including educational visits training and updates.
  • Copies and updates/amendments of relevant documentation produced by the Corporate Health & Safety Team.
  • Advice and support on the management of incidents including business continuity and emergency planning advice and crisis management support.

Packages

Level 1 – standard provision

  • Advice to the headteacher / principal and to the governing body in respect of their health and safety duties and responsibilities as delegated by statute and under common law.
  • Local authority authorisation and approval of educational visits (involving hazardous activities and/or overnight stays) and other duties including:
    - providing written guidelines for governors, headteachers/principals and teachers including advice on risk assessment;
    - assessing proposals for certain types of visit;
    - providing emergency telephone contacts for the duration of the visit where necessary;
    - ensuring training needs have been addressed;
    - provide access to a dedicated member of staff for advice; and
    - maintaining procedures to monitor and review safety during off-site visits and activities.
  • Annual Health & Safety Audit conducted by an approved auditor.
  • Annual Health & Safety Conference including Educational Visits training and updates.
  • Copies and updates/amendments of relevant documentation produced by the Corporate Health & Safety Team.
  • Advice and support on the management of School / Centre for Learning related incidents including business continuity and emergency planning advice and crisis management support. Business continuity and emergency planning advice will include provision of an emergency and business continuity plan template suitable for schools in Knowsley together with brief guidance notes on plan completion.
  • Any other service which in the opinion of the Local Authority, may properly be provided under this Service Level Agreement.

Level 2 – enhanced provision

  • Completion and annual review of the building Fire Risk Assessment as required by the Regulatory Reform (Fire Safety) Order 2005 (FSO).
  • Emergency Planning team to undertake an annual audit of each business continuity and emergency plan identifying gaps/areas for improvement

Level 3 – Enhanced plus provision

  • Emergency Planning team to provide a weekday office hours telephone or e-mail Business Continuity and Emergency Planning advisory service to deal with queries relating to plan completion (note: this will not be an emergency service i.e. it will not provide on-call advice in the event of an emergency occurring)
  • Emergency Planning team to provide a triennial three hour emergency / business continuity desktop exercise for head teacher and key staff

Ad hoc services provided

Occupational Health and Safety Training

A number of accredited and bespoke training packages can be delivered in house or on site.

Educational Visits – Pre Visits and Assessments

The Adventure Activities Licensing Authority (AALA) will be abolished in 2012. This will result in an additional responsibility to provide reassurance about the safety and validity of those providing hazardous activities.
The Corporate Health and Safety Team have developed an audit and assessment package which can be used to assess venues and activity providers on behalf of schools.

Work Based Learning/Placement Assessments

Audits and Assessments carried out on host venues for pupil work based learning and Risk Assessments conducted at pupil placement venues as required under the Management of Health and Safety at Work Regulations 1999.

Business Continuity and Emergency Planning

Presentations or provision of other information and guidance to governors and other stakeholders on ensuring effective emergency and business continuity response (nature and format to be individually agreed)
