Private hire vehicle licence
Private Hire Vehicles cannot ply for
hire in the street or at taxi ranks.
Journeys must be pre-booked, normally
by phone or in person at a cab office.
Failure to do so is an offence and
invalidates the vehicle's insurance
cover.
Fares for private hire vehicles are not regulated by the Council - the cost of a journey will normally be based on a rate per mile or should be agreed with the company before the journey.
Under the Local Authority (Miscellaneous Provisions) Act 1976 the council will not grant a licence unless they are satisfied that the vehicle is:

- Suitable in type, size and design for use as a private hire vehicle
- Not of such design and appearance as to lead any person to believe that the vehicle is a hackney carriage
- In a suitable mechanical condition
- Safe and comfortable
- That there is in force in relation to the use of the vehicle a policy of insurance such security as complies with the requirements with the 1976 Act.
Before a vehicle is licensed it must
pass an MOT and garage test to ensure
its safety (these will be carried out
at the council’s appointed garage).
Applicants for new licences must submit the following:

- Make
- Model
- Test fee
Once a vehicle has passed the test,
the garage will issue a Certificate of
Compliance.
The owner should then return to the Licensing Office within 3 working days with the following:

- Owners requisition and completed application for the grant of licence
- Certificate of Compliance
- Test certificate appointment form
- Vehicle registration document
- Certificate/cover note of insurance covering use for either public or private hire purposes (in the name of the owner/applicant)
- Licence fee
A vehicle licence will be issued for a
6 month period. A vehicle retest will
take place on expiry of the vehicle
licence (any time during the last
month before expiry).
